Jira provides work items, workflows, backlogs, boards, sprints, projects, goals, forms, reports, automation and administration for software and business teams. Larger paid tiers add cross-team planning, approvals, scale, support and governance capabilities.

Rovo adds Search, Chat and Agents to paid Jira plans. Atlassian’s cloud-hosted Rovo MCP server lets compatible AI clients search, read, create and update Jira work and content across supported Atlassian apps. OAuth 2.1 or API-token authentication applies, and operations are bounded by the user’s existing permissions and administrator-enabled tool groups.

PAPI

PAPI keeps a project’s north star, task board, cycle plans, decisions, build handoffs and reviews in one hosted project history. Its recurring process helps the next AI-assisted session understand what is in flight and what the last build taught the team.

A system of work versus a project delivery companion

Jira + Rovo

Jira’s strength is that teams can make work visible and governable at many levels: individual items, team backlogs and sprints, cross-team dependencies, goals and organizational reporting. It has the workflow, permissions and administrative surface needed when the organization needs a shared system of record for delivery.

That breadth also brings configuration choices and operating overhead. Teams need to decide how projects, fields, workflows, permissions, automation and reporting fit together; the best setup depends on how much process variation the organization needs to support.

PAPI

PAPI is deliberately narrower. It focuses on whether a project starts an AI session with useful context, plans a coherent batch of work, gives each build clear boundaries, and captures what happened in review. The project history links decisions and outcomes across cycles.

That focus can help a builder using Jira, but PAPI does not provide Jira’s enterprise issue system, Confluence’s knowledge base or Atlassian’s administrative controls. Consider PAPI as a workflow layer around selected projects, not as a migration target for an organization-wide Atlassian estate.

Rovo MCP connects to data; the permission and credit details matter

Jira + Rovo

Rovo MCP is more than a Jira issue endpoint: the official tool catalog spans Jira, Confluence, Jira Service Management, Bitbucket, Loom and other Atlassian entities. A client can discover tools and perform reads or writes through execution pathways. Which tools appear depends on authentication, scopes, app access and administrator-enabled permission groups.

The security boundary is the signed-in user’s existing Atlassian access; MCP does not grant broader data access. But “MCP call” is not one uniform billing category. Installing the server, single-product context lookups and updates are documented as free Teamwork Graph calls, while cross-app or enriched context calls can consume variable Rovo credits. AI interactions such as Chat and Agents have their own billable-event rules.

PAPI

PAPI’s MCP surface is narrower and centered on PAPI’s own project state: planning, task handoffs, board changes, reviews and decisions. It gives the connected client a shared workflow without requiring that client to infer the process from Jira fields or an organization’s custom workflow rules.

PAPI does not use its own model to interpret Jira or connect into the Teamwork Graph. If Jira is the authoritative place for issues and cross-app context, keep it there and link PAPI’s project-level plan to the relevant Jira work rather than assuming a built-in sync.

Practical takeaway: Rovo has broader Atlassian reach and administrator-controlled access; PAPI supplies a more prescribed workflow. Budget for the exact Rovo interactions you use, not for MCP installation alone.

Credits are distinct from Jira seats and model-provider bills

Jira + Rovo

Jira’s published USD list prices show Free at $0 for up to ten users, Standard at $7.91/user/month and Premium at $14.54/user/month; Enterprise is quote-based and annual. The price calculator varies by team size and billing term, so a list price is not a final quote.

The current Jira pricing page says Rovo Search, Chat and Agents are included on paid Jira plans, but not the Free plan. It lists Rovo allowances of 25 credits per user/month on Standard, 70 on Premium and 150 on Enterprise. Atlassian pools allowances at the organization level. Rovo Search itself is free; Chat/Agent interactions and enriched Teamwork Graph context may consume credits. Standard single-product MCP lookups and updates are documented as free, while most enriched Teamwork Graph calls use variable credits.

As checked September 29, 2026, Atlassian says extra-usage billing begins December 3, 2026 and its support page currently lists $0.01 per Rovo credit for overage usage. Forecasting should use the billing rules effective for your contract date and current admin settings; not every Rovo or MCP operation incurs the same charge.

PAPI

PAPI lists a free plan for up to three projects and Pro at €20/month for the founding offer or €29/month at the regular listed price. Team terms are custom/early access on the public pricing page.

PAPI does not run the model, so its subscription has no PAPI-side token credits or AI overage bill. The AI product or provider the team already uses is a separate cost.

Practical takeaway: For Jira + Rovo, separate per-user app pricing, included organizational credits, any future overage and your own AI client costs. For PAPI, separate the flat project-workflow subscription from the model plan you already use.

Do all Rovo MCP calls use credits?
